Lagos State has the highest number of registered voters in Nigeria ahead of the 2027 general elections, followed by Kano and Kaduna, according to the latest figures released by the Independent National Electoral Commission (INEC).
INEC Chairman, Prof. Joash Amupitan, disclosed the figures on Tuesday, October 6, 2026, during a stakeholders’ meeting and press conference in Abuja as the commission provided an update on the national voters’ register.
According to the figures, Nigeria’s national voter register now stands at 103,428,715 registered voters, following the completion of the three-phase Continuous Voter Registration exercise and biometric verification and clean-up.
Top 10 States by Registered Voters

Delta — 3,525,988

Ogun — 3,037,981
Bauchi — 3,012,547
Lagos therefore remains the state with the largest registered voting population, with more than 7.4 million voters, while Kano and Kaduna follow with more than 6.5 million and 4.6 million respectively.
Oyo Ranks Sixth Nationwide
Oyo State occupies the sixth position nationally, with 3,588,111 registered voters.
The figure also places Oyo second in the South-West, behind Lagos, and ahead of Ogun State, which has 3,037,981 registered voters.
The ranking puts Oyo ahead of Delta, Benue, Ogun and Bauchi, making the state one of the major electoral blocs to watch as political parties prepare for the 2027 elections.
No South-East State in the Top 10
The geographical spread of the top 10 also shows that no state from the South-East made the list.
The South-West has three states represented: Lagos, Oyo and Ogun.
The North-West also has three: Kano, Kaduna and Katsina.
The South-South has two: Rivers and Delta, while Benue represents the North-Central and Bauchi represents the North-East.
The Federal Capital Territory is not included because it is not a state.
More Than 10.7 Million New Registrations
INEC said the three phases of the Continuous Voter Registration exercise produced 10,772,421 new registrations, which were subjected to biometric verification and a clean-up exercise before the updated register was released.
The commission also announced that nationwide collection of newly issued Permanent Voter Cards (PVCs) will commence on October 9, 2026.
The voter figures do not indicate how any state will vote in 2027, but they provide an important picture of where registered voters are concentrated as Nigeria moves towards the general elections.
For Oyo State, the 3.58 million registered voters underline the electoral weight of the state and the importance of the state in the emerging 2027 political contest.
